Using Count() > 0 just to check for existence counts the whole collection; Any() stops at the first element.

Incorrect

if (users.Count() > 0)
{
    Process(users);
}

Correct

if (users.Any())
{
    Process(users);
}

Fix

Use Any() for existence checks.
