throw new Error("not implemented")-style stubs left in shippable code paths cause runtime failures when reached. They must be completed before release.

Incorrect

class PaymentService {
  refund(orderId: string): Promise<void> {
    throw new Error("not implemented");
  }
}

Correct

class PaymentService {
  async refund(orderId: string): Promise<void> {
    await this.gateway.reverse(orderId);
    await this.repo.markRefunded(orderId);
  }
}

Fix

Complete the stub with a real implementation, or remove the member if it is unused.
